Seminario

With the participation of Ms Fatou Bensouda , Deputy Prosecutor, International Criminal Court, and Mr. William Pace, Executive Director, World Federalist Movement and President of the Coalition for the International Criminal Court.
The Rome Statute of the International Criminal Court of 1998 is described by world leaders as part of the largest projections in the history of the primacy of the law, this will affect the responsibility of individuals, regardless of who he is, or what he held, on of international law regarding crimes: war crimes, crimes against humanity and genocide. Human rights were already been declared as universal, and the international community could not remain motionless in the face of violence, after so many international crimes committed in little 'all over the world, the UN has established international tribunals:
- The International Criminal Court for Rwanda
- The Criminal Court for Sierra Leone
- The Special Court for Lebanon
- The Special Court for the Former Yugoslavia.
The Responsibility to Protect, as standard, and the International Criminal Court are two new tools that have come to benefit the prevention of massive atrocities of which they are responsible states and individuals.
The responsibility to protect:
Tuttavia, questo stesso Consiglio soffre per le implicazioni del principio della non interference and the right to veto that some countries have to know: the United States, Russia, France, China, the United Kingdom. If the members of the United Nations give up the veto in cases of crimes, genocide will be given a large projection to the regression of these crimes. You must hold a concept of solidarity between civil society and Parliament that have a record on the international scene to ensure that the human being is at the heart of any concern and solidarity that is not limited to the boundaries, but be present where There is a human need. The responsibility to protect is an impetus for the Promotion of Human Rights, is also a means to educate and prevent
- L'imputato ha la nazionalità di uno Stato sottoscrivente dello Statuto o che accetta the jurisdiction of the ICC in this case,
- The crime was committed on the territory of a signer of the State or consent to the jurisdiction of the ICC in this case,
- The Security Council has grasped the Prosecutor under Chapter VII.
Under the principle of complementarity, the states retain as their main responsibility to continue and to judge the most serious crimes: the ICC will have jurisdiction only in case of loss or adverse will of States.
Its composition: is composed of experts of states that have ratified the Treaty.
It should be noted that the prosecutor has an outstanding power as it can on its own initiative play continuations.
The protection of victims and witnesses:
exists within the ICC to a special unit for victims and witnesses of war crimes and genocide, this unit is designed to assess the level of protection required. And it can use the programs and methods of protection such as anonymity or the right of exile. The ICC is also seeking the cooperation of governments to ensure this protection.

La Dichiarazione Universale a 60 anni” ended after three days of intense debate in a spirit of cooperation, with more determination than ever, NGOs and civil society to conduct their actions in the fight for the promotion of human rights, what makes the success of this major world event and consolidates the spirit of the early defenders of human rights. According to the ambassador Hessel, there is only one Universal Declaration states that "NGOs" means that there are not only governments to defend the rights of the people, this responsibility belongs also to the people, so the non-governmental. Although NGOs can not replace the State, they have a duty to remind the States of their responsibilities. 537 NGDOs came from around the world participated in this conference and are used in many areas.

The closing was marked by the intervention in direct to video of Ingrid Betancourt who stressed the importance of the word: This tool allows you to touch the hearts and express our faith, our state, weapons and that the violation of human rights is a germ that may all of us, at some point you can forget our principles, within us there is always the risk of becoming monsters. Human dignity can not be indifferent defense, which is the main obstacle in the process of struggle, followed by fear. The role of the Universal Declaration is undeniable, the content is the means to be able to live in the community, in order to save lives. The Declaration is not just a utopia but a reality. In the reaffirmation of human rights NGOs feel all concerned. From 1948 to the present day there has been progress, but in recent years, a certain obsession on the part of states in terms of safety, we see the regression of some cruel and degrading treatment such as torture, the death penalty. Today, it has gone from 2 / 3 to 1 / 3 countries that practice the death penalty, the notion of impunity does not exist anymore, now is a matter of responsibility to the perpetrators of war crimes, crimes against humanity and genocide recognition in some countries women's rights, disabled and children. In addition to the commemoration of the declaration, the time is given over to action, there is a great need today to inform and be informed, to investigate, educate, expose and fight the single thought the damage to the Rights of Man. Many challenges remain, the world population increases, the instability of the planet, the great economic powers and financial resources.

In Germany, for example 11% of health personnel has experienced a case of violence. Violence against women are of different order: physical, sexual, psychological and verbal. Add to that the impact of war, genocide, trafficking umano.L 'absence of a system of protection and prevention of cases of violence helps that most of the victims remain in silenzio.Anche if national institutions are responsible equality of all, it is easy to see that more in practice is absent. De the same way, the lack of information and education is a real obstacle in the region of Bassin Victoria in Africa there are many children who do not celebrate the first birthday because of malaria patients, although doctors are gratuiti.L 'intake of these different movements of contrast is to recognize the dignity of women as human beings, and members of society. It represents an appeal for peace and against war, against the silence of the service, against self-interest, against the support recommendations and not the substance, against the competition to cooperation, tolerance against the rancori.Ancora remains much to do in protection and extension of women's rights. The conference has 61 ° as the dynamic address today, one of the tasks and the other in the defense of human rights, in this senso già la massiva partecipazione delle ONG “feministe” è un passo importante da precisare.

Difendere la Dichiarazione Universale de Diritti dell’Uomo.

Mercoledì. 16 :30 – 18 :00.

Si tratta di un combattimento permanente, difficile e rischioso: molti difensori subiscono threats, prosecution, harassment sometimes to the point of losing their lives.
The difficulties that face are linked internationally with the adoption in some international institutions like the European Union, the rigid conventions about certain sections of society such as children. At the national level, are linked to the absence of a true democracy, of the discriminatory measures taken by some states. These difficulties are compounded by the arrival of September 11, 2001, which contributed mainly to the brake of the projection of Human Rights: the states now evoke the fight against terrorism, protection of national security to counter the action of the defenders. Despite
