WORLD - Cannabis, wise Oxford: legalize and 'now the only thing to do

The war on marijuana is unnecessary, costly and sometimes even an abuse of governmental power with devastating social effects. These are the conclusions of a group of experts gathered in an essay published this week by Oxford University Press.
"It 's about time that world governments should review policies on cannabis," says Professor Peter Reuter, a professor of political science at the University of Maryland and co-author of the essay.
